Random suttering in windows 10 (solved)

1. Go to power options from the control panel. 
2. Click on show additional plans 
3. Click on change plan settings for high performance 
4. Click on change advanced power settings 
5. Go to processor power management, select maximum processor state. 
6. Change both battery and plugged in to 99%. Save changes and restart the system.
